Pass the MBTA Communities Act

Article 34 of Town Meeting asks the Town Meeting to pass the Zoning Map of a Multi-Family Overlay District, as required by the State for all communities with MBTA service. The article defines five subdistricts in Concord where developers can build multifamily housing by right. Three of these subdistricts are near Concord Center, and two are in West Concord. 

The Planning Board has worked hard over the last few months to satisfy state requirements while maintaining equity between Concord Center and West Concord. Larger projects of 10 units or over must have one or more units affordable for families who have no more than 80% of the area median income, which will then count on the town’s Subsidized Housing Inventory. 

This rezoning does not require any new housing, but permits it. Actual housing will result only if existing property owners are willing to sell the land.
